Question about 09/10 SPA insert

Broke a few boxes of 09/10 SPA. In the first box I pulled one of those stupid "Champions" autos. Only this one was different, it was in a plastic sleeve with a COA card, it has a silver instead of gold background, it is embossed with some sort of design and "Stars, Stripes, & Skates", and instead of being numbered "CH-**" it is numbered "WC**".

What the hell is this?

When I saw that stupid plastic, it really had me thinking I had something there lol!

Greg Zuerlein - Ice Dancer! #WC11 (I'm assuming the WC is World Champion?)

Back of the card reads:
Ice Dancer
2009 World Junior Champion
Born: 10/26/88
Cincinnati, OH

Zuerlein, with Madison Chock at his side, continued his climb up the ice dancing ranks when he was part of the 2009 Wolrd Junior Championship winning duo.

Update:
Spoke to a UD rep about a damaged card I sent in for replacement today and asked about this card while I had him on the line. He said that all he knows is that it is a subset of the Champions subset lol!
