    If you own photoshop do a google search for dragan effect. I went one step further and googled dragan effect action. You can download the photoshop action. This way all you have to do is open up a photo go to your action palette and hit play and it pretty much does the effect for you. But then I go one step further and duplicate my final layer and then choose the smudge tool and with a soft brush and the smudge set at around 40% I lightly start smearing the photo to make it look like it was painted.
