Problems With a Trader On site

I am having some problems with a Trader on this site for the first time.

We discussed a trade for a Dollar amount of a certain amount of cards, He confirmed this trade for this Number of cards.

Now he is dragging this out and has not shipped them, yet and is now saying he is only going to ship out some of them, claiming "only have 11 cards" Where The confirmed trade agreed to more.

this is not going to turn out good I dont think.

Can he Leave me Negative Rating in Retalliation to me doing so to him?

I saw his feedback and he has had about 3 negatives out of 6 transactions..

What can I do?

Put the trade in dispute first, if he does leave negative in retalliation, you can report the negative and the staff will remove it

Ok, Must I wait 14 days to do so?

I dont mind waiting on the cards I just want what We agreed upon.

I will give him 5-6 days from today to deliver then will put into dispute.
