I've tried to stick to a budget for cards, but it just doesn't work. If I can keep my spending under $500 in any given month, it's a success. Unfortunately, I don't have many of those months.
I don't worry too much about it, though, since these funds are all left over after the mortgage, RSP, other investments, etc.

I set myself to a... buying boxes rarely. Maybe, one every 2-3 months.
And trading or buying is the best bet. If you know what your looking for, there are deals to be had.
But... there are also different great inexpensive boxes to get into.
Look for the best deal, find a nice shipping rate, and slowly build up enough to trade away. And when the "bait" is low...buy. The cycle of a card collector

I've been thinking about just sticking with Crosby from here on out. Every time I start thinking about Gretzky or Kessel, I end up going over my budget - which is a bad thing for me actually.

I don't really have a budget because it varies monthly. Like this month as I am on holiday in Québec, I bought loads (then no need to worry about shipping to england). It also depends on what comes out on a certain month, if it's a product I like (Ultimate Collection or Between the Pipes for example) I will spend more.

Lots of good advice on this thread. I would recommend paying yourself first (saving money) as you can't work forever.
