The best thing to do is PM a mod. I hate seeing people bump threads that are only the second or third listing on the first page.

The rule is still in Effect and has not changed, If you or anyone notices a rule being broken, Hit the little White Triangle on the left side of the screen were the user name is and state the problem and it will send a report to that section's moderators and they will handle it, Now they may or may not remove the post that is up to the mod's discretion but 9 times outta 10 if its reported it is dealt with, Hope this answer's your question.
V Posting Guidelines:
SCF offers a wide range of forums. Always locate the proper forum before posting. If you are unsure, contact a member of the staff to assist you.
Bumping a thread is only allowed after 8 hours have passed since you last posted if you are the last poster. Also, you may not bump more than once in an 8-hour period. You are not permitted to bump a thread if it is still located on the first page of the forum. Bumping is considered any post that is not in response to a previous post. This includes items such as “ttt”, “bump”, “list updated”, etc. Please note that this rule applies to the trading and buying/selling forums.

I think I recall certain people constantly violating the 8 hour bump rule in the trade forum with multiple threads.
