seller uses this when the winner of the auction can't pay somehow (for example the winner doesn't want to pay by paypal and wants to send a money order but the seller only wants to accept paypal as payment) so you offer to sell the item to the runner up buyer of the auction, a 'second chance' to the runner up to buy the item.

When you're selling - you could give a 2nd chance offer to one (or more) of the losing bidders.
Two times when this is applicable: You have more than one copy of the item, or the winner didn't pay.
If you're selling a card, and I bid $10 on it...... someone else outbids me, and wins it for $10.50......... you've got two, think $10 is a good sell price, so you offer it to me at my max bid.

If you are the buyer, make sure you look at the bidding history before accepting a second chance offer, or else you could end up buying from a shill seller. Shill bidding to win the auction and sending a second chance offer to the runner up if the $ is right.
