Landed a Counterfeit OPC Roy on the Bay
...ugh what are my options? I'm 95% sure it's a fake. The logo looks a tad grainy, there's a bit of ink bleeding near the Canadiens logo and the back's color doesn't match up with my other 86-87 OPC cards. All of these are consistent with counterfeits.

What do I do? Seller has 100% 175 feedback most of which is buyer with a few recent seller feedbacks. I contacted him asking for a refund (he has a No Return policy) and he countered that there's no way he knows if I could replace the card and send him "another fake".
Can I file a claim? Send it back to him at my own expense and risk foul play?
Any input is greatly appreciated.

Based on my experience, you can file a claim via paypal, item not as described. Prove it that it's a fake, and paypal will reimburse you provided you return the item to the seller with tracking.
You lose on shipping, but at least you're able to recover some $. I was a victim of a fake Gretzky too on the bay. I showed paypal why it was fake, and I got my money back.

Ouch, that is truly unfortunate.
I seem to vaguely recall that eBay had instituted a policy regarding certain high-end RCs that they had to be graded in order to ensure authenticity, and that Roy (and Gretzky) were on that list.
You do have some options to truly authenticate the card - you can submit it to one of the grading services (PSA, KSA, Beckett) and simply have them say whether it's authentic or a counterfeit. This came up in a situation not long ago and I advised on that course of action. The rate for authentication is cheaper than full-on grading - you can use that as your final arbiter of proof for eBay in the event you need to get a refund.

the more I think about this the more I get mad at myself for bidding on it. I completely forgot that Roy's RC was widely counterfeited like the Gretzky. I think I have an unauthentic Lemieux too. So naive to expect the best from everyone.
I want this "lesson" out of my collection. I'm almost tempted to mail it back to the guy and hope for at least partial money just to teach him some righteousness. He's got 100% feedback so I'm guessing he picked it up for cheap (being that it was counterfeit) and sold it to me for cheap but who knows with these things. I just hate getting ripped. I guess $30 is a cheap lesson.

i compared the pic from the auction to some graded ones for you man, and although I can't see the card in person...
the front anyways does look faded, like it was printed on, compared to the bright, sharp colors of a real one.
then you said there's running of the ink? that's bad.
sounds like a fake, but maybe it is real? just compare with a real one at a card store or something?

I've compared it to my other 86-87 OPC cards. The color's almost spot on. Looks just a tad pixely. The back's discoloration is also concerning and the OPC logo looks a bit artificial.

I was just going to mention that. No dot in the upper white border in about the middle of the card pretty much means you have a fake, sorry. Here is a link to a real P. Roy rookie. Note the black dot in the middle of the upper white border.

I once bought a fake Gretzky OPC Rookie off a dealer in Mtl. I should have known better, as I lived in Mtl for 3 years. I called the RCMP, he refunded immediately and took the shop that he got the cards from ( 4 of them) to court.
Yes file a claim immediately with Paypal, Tell the seller it's a fake and make sure you also report this with eBay.
NB: Make sure you get additional dollars for return shipping, it's not your mistake. Most sellers don't get this, but you should not be OOP one cent.
