    I use, and love, Corel Paint Shop Pro Photo X2

    Currently X3 is released...it can do some pretty amazing stuff along the lines of photoshop. You can pick up the full version usually for around 70 bucks. I've seen it on sale a bunch of times for 50.

    I print my own 4x6 customs on my Canon printer with Canon premium photo paper
