You don't need to put your pic on a site. You can upload it directly into your message via the 'Go Advanced' option when entering text.

So am I. Just scroll down to the 'Quick Reply' area at the bottom of the page. Look instead of clicking 'Post Quick Reply', click 'Go Advanced'. There are options there to upload a small picture.

Make sure it says refractor on the back. I know all the recent cards say refractor or xfractor. I'm not sure about cards from the 90s.

Refractor is a term used by Topps usually in the Finest, Chrome and Bowmans best lines. Other sets have the same type finish but they wouldnt be listed as Refractors. Playoff has called this many things from Spectrum to X's and O's.
If I saw a scan I could probally identify it.

Was it just how the card was made that give it the rainbow effect?

I think so. If I'm not mistaken, the Spectrum parallels are usually #'d.

'Refractors' are parallel cards of all the Chrome cards (Bowman Chrome, Finest, Topps Chrome, etc). There's a few types of colors they come in but the regular 'Refractor' is most common and has a plain rainbow-ish color. (Xfractors & Gold Refractors, for example, are very different but still refractors.)

And the card you have just has a rainbow foil. When they make it like that it's not considered a refractor... only Chrome cards.
