That is affected by how many people are accessing the server that you connect to. I am just guessing but there are probably some businesses that connect to the same server that you do and after they close up for the day you get the additional bandwidth.
I usually access from my job and if I happen to be the only one on the server at the time (we have 7 of them) I can get up to 100 Mb/s speeds.

used to have Verizon FiOS. Loved the 50Mbps down
Currently on a 6Mb/s plan with AT&T U-Verse
Getting 5.5mb/s down, 970kb up with a 38ms latency.
Not the greatest, but at the end of the day, I will never max out 5.5 down unless I am downloading something from multiple sources, which I rarely ever do, so the 6mb/s plan works just fine for me.
