Need some help with a card

Please help...my father in law is a VERY new collector and he stumbled accross a card and asked me to value it....Since I only collect Elway cards, I have no clue about basketball cards. So...I come to the experts. He found a 96-97 or 97-98 Upper Deck Memorable Moments Michael Jordan card. He says it is number 19 and that it has a quote from Michael on it about losing in tripple overtime to the Suns....I have not clue if it is an insert card or a base card...I have not even seen it at this point. Any help? Please....

Best way to get info on the card is to post a pic/scan. Otherwise just a description is not much help.

Here is a link to the card in question...it is also 3.5 by 5 inches big...other than that it looks like a normal card.
