    Info required on 03-04 Topps Prestine

    I have recently aquired a card from the 03-04 Topps Prestine set and would like to know if all the Uncommon Rookies /199 came in the One Touch holders in the set and if the card is removed from the One Touch would that value decress. Reason I am asking is I just got and Eric Staal Uncommon Refractor Rookie from that set and the holder is badley scratch and looks like garbage and was thinking of replacing the case with a penny sleve, top loader and team bag.

    I have wondered the same thing. The cases for some of my refrafctors are sticky from tape the seller used when he sent them to me.
