Paypal gift
why would someone not send in this form? I guess this save the receiver some $ from being taken off. What would be a concern? Gift tax?

The biggest concern is buyer protection.
PAypal gift sends funds as if it were to a friend. And you know what they say about loaning money to a friend. Better to give it, than loan it, unless you want to lose them. Paypal gift is the same. Just give them money.
Paypal purchase on the other hand offers some limited buyer protection. It won't stop a scammer who knows what they are doing, but some protection is better than none in many buyers' opinions.
That protection is good for both new SCF users and people who are dealing with users who are trying to become established. Besides, its 3%+ 30 cents. Its always possible to increase your asking price by 5%-10% (1$ + 2 s/h -> 1$ +2.5$ s/h) and you've made it up, but still made your buyer happy by accepting Paypal purchase.

Well first of all, if you use a debit card and don't have anything in your PayPal balance it will charge the gifter fees. There is no protection at all with gift, so it can be risky. 3% + $0.30 really isn't that much anyway.

i wish that nobody wanted paypal gift..i have had to back out of potential big deals because they wanted paypal gift and would not accept regular paypal

well buyer protection. Also you can pay for shipping through paypal that way is usually around a buck cheaper with free DC
