You might want to send it to SGC. They are a bit more experienced in the vintage field.

    PSA 3

I'd go PSA all the way!!

There's quite a few on ebay right now, I was just looking at both 60's #350 & #563AS
Just do a search for mantle #350 you'll get a GREAT idea

    Try this link

If not check shows they'll attend, or if there are any authorized dealers in your area.

To just continue on the track of grading vintage.. It is highly suggested on the grounds that an 8 is like a gem 10 to be honest.

I have watched Packer graded vintage consistantly and I have seen some 10-15 dollar base cards that grade an 8 sell for 5-10x BV((no joke))... Id say if it grades under a 5 it would be a loss of money... a 5 is break even..6 would get a little profit, 7 would get a fair profit and 8 would be a substantial profit.

Although as stated the centering is a major issue and they would put a mark((not sure of the term)) OC on the card to show its off center but still grade it the same.

    good luck

so if i got say a 6 OC would that be comparitive to say a 5? so if someone sees a card graded X OC do they automatically compare its value to an X-1 card?

One thing is for sure, do not send vintage to Beckett for grading especially if you want to sell it. You should go PSA or SGC. PSA will probably sell higher but SGC is really good and have attractive holders. To be honest, the cards centering is a big problem but since it is a Mantle you will have no trouble selling it for a decent price. Good luck with whatever you do.

With regards to your other question about the OC qualifier, it probably lowers the grade by 2. You can, however, ask for no qualifiers by writing it on the submission forms. Your card would probably be around a PSA 4 or 5 in my opinion.
