My guess is this person don't really understand how ebay works that much. Is message was
I have 100% feedback and don't want to affect my account percentage.
So he seem to think you could leave a negative or something like this according to the message combine with neutral. Maybe there was bad communication due to language issue. Don't look like a scammer would have posted that like this. Maybe I am wrong but look more like someone learning how ebay works and still need to learn some more.

It is true, they don't know how ebay and paypal works. And now knowing what he said in feedback proves it more. I was more than willing to work with them and if I had proof it was damaged I would have refunded the money. what makes me believe it was an attempted scam is he dropped it when I told him that paypal requires him to return the card at his expense. Which isn't feasible for him to do. Why spend 12 to get back 9? I asked for a scan, he refused, I told him to send it in a PWE, he refused. I tried to do what I could to assist but they refused to cooperate. I beleive the card is fine and he got caught in his own game. Just my opinion. Oh, and he understod my emails and replied to them in english that I could understand.
