Combined Shipping Policy
I have my combined shipping policy stated clearly in my auction but now I have a buyer who after paying and receiving their cards dislikes it and apparently has reported me to ebay. Should I worry?

I suppose that depends on what your combined shipping policy is.
Buyers should read the auction, and need to live by whatever the seller is going to charge. If they don't like it, they should move on.
There is the DSRs, and they can give you a low score if they think they didn't get good value for what they paid for.
As for reporting to eBay - I can only imagine getting into any real trouble if you were doing something like charging for a premium service (i.e. express) and then only providing basic shipping.
I see you're American, so I want to half guess that you're insisting that Canadian bidders pay for express post, and the buyer is unhappy about it. If he is - he really should have gone somewhere else. Other than a low star rating, I can't see eBay caring.

Due To Rules Violations
If you clearly stated the terms of shipping in your auction you are fine... Buyer beware... I know with my auctions I charge 2.50 for shipping to US and 3 for Canada... Its not because I have anything against Canadians but it costs more to ship there...

i do have a flat rate combined shipping policy wherever the buyer is from. He is honestly the only buyer that i see leaving a neutral or neg because of their dislike of my shipping charges.

Just read one of your auctions - am I reading this right?
To Canada, you charge $3 for the first card.
You are charging $1 per card after that, to a maximum of $7 for up to 10 cards.
More than 10 cards, it's another $1 each
If the auction ends over $7, shipping is free
Nothing wrong with any of that. $3 to ship to Canada is fine (I charge $2.99 to ship to the USA). I can see someone complaining that $1 for each extra card is too high - but it's pretty clear in the auction. If they don't like it, they shouldn't have bid.

Yup thats my combined shipping policy, i recently had a buyer buy around 40 cards 2 weeks ago and last week he bought 94 so I think he is the only here having a problem with my policy.

That's bogus! Is he complaining only because it's two separate combined purchases? Did he want to wait to get it all combined, but missed the boat?
I had an excellent transaction from you!! I'd love to message your buyer, and give 'em a bit of an education for you!Searching for: Jagr, Palffy, Stumpel, and Boyd

Im not sure if this is how it worked out but if he bought 40 cards and then 94 cards thats a total of 134 cards. According to your shipping policy that means he paid over $100 in shipping charges. Which is insanely ridiculous.
Having said that, if its in your auction, its not your fault. But I could definitely see being angry if I had to spend $100 on shipping 100 cards.
