The one thing that I wouldn't do is offer a 2nd chance offer to next bidder. I've seen threads about people believeing that people who offer 2nd chance offers are people who have shill bid up an item too high and they are offering it to next "real" bidder. While this isn't the case in your situation, perception means alot on ebay. Not sure if other people ever even thought of this, but I personally would avoid buying from anyone who offered 2nd chace offer, my question would be, why not relist? Which is what I would recomend you doing if he dosen't wind up paying, relist the item.

Well I closed the case and it appears he is no longer a registered user with ebay and they now owe me 20 bucks! How do I get paid :)

You don't. YOu file with paypal to get your fees back and you have to relist. I had two people the past alone on two $250 sales not pay. It sucks personally I think ebay needs to start cracking down on non payers. Suspend their account for a month or two. And after three strikes just ban them.
