I've had a similar problem on the other side of the spectrum as a seller. I recently had someone click Buy It Now on my auction and after 2 weeks has not paid. Good thing I didn't ship it! But anyways, I was advised to open a claim and I was refunded all my listing fees. It gives the other party 4 days to respond if you put in the claim on ebay I believe so I would say don't bother waiting, especially if it has been since March 5th.

There is no reason to wait. He should send the item or refund your money right away.

Your first post said
"guy keeps coming up with excuses of why it is shipped"
First question - did it come from the USA?
If so, March 5th to today isn't enough time.
2nd Question - on the eBay listing, did it say that you were covered by Paypal?
If yes, then you can afford to wait longer. Paypal should re-imburse you no matter what. You have 45 days to submit a claim after all and unless you have a real good reason to submit a claim, I'd suggest that you wait it out..
If you feel that you are being given the run-around then go ahead and start your claim, but really, you bought on the 5th, which is a Saturday. Even if the seller shipped it Monday morning, you're looking at 10 business days. 11 if you could weekends as one. That's hardly enough time even for a late Canada-Canada package. If it was from the US, I usually say 6 weeks at most.
And before you say "well I've had packages that arrive in X days". Yes, it does happen, but it also goes the other way. Some packages come early, some come late.
What ever happens, hope you don't get scammed out of your $$.
Cheers,
reoddai

I had this problem with a seller, he was in the United States(as am I, and I consider 7-10 days wait reasonable for ebay), I kept getting the runaround, and I understand life happens, and I'm not particularly impatient like some buyers tend to get on ebay(slamming a seller with 1 star for having an item shipped the day after they paid, though they waited almost a week to pay for the item). I waited about 35-40 days for the card and finally decided to file a claim when I realized that the tracking number he had given me for the item wasn't even real.

I would wait until Moinday. No harm in waiting one more day, if he does refund you all is well you are out some time but at least no money. If you open a claim today and he wants to be a pain in the arse about it he can drag out the claim for a while. He probably didn't have the item when he sold it, some sellers sell item and get them drop shipped or purchase them as they need them. If he can't get one or he is running low on money he will drag it out as long as possible. People like this give ebay a bad name. Wish you the best of luck!

Thanks to all that responded. The issue I really had was he said he would deliever it on the 19th well after I bought it. then he said next Saturday the 26th. I then messaged him asking if he delievered it. He said no later next week. Also a few thing that I learned later that made me worry.
IE size of an authentic jersey. Correct me if I am wrong authentic Reebok jerseys dont come in size 48 right.

Need more help
The Ebay user wants my paypal username to refund me. Says he has issues with his account and wants to send it by sending me money on paypal and not using ebay resolution.
What should I do?
