Odd postage pricing?
Ok I found this very odd. The other day I sent a card in a PWE packaged like this card in sleeve inside toploader and I taped an index card on either side. 98 cents shipped to the UK. No customs form.
Today at different post office sent a GU card the exact same way and before I could get a price the lady said I had to fill out a customs form. She said it was rigid and obviously not a letter. Surprised the PWE passed her because different employee had told me I couldn't use a small one because there wasn't enough room to affix the form to.
$1.23 to Canada
Why no customs form to the UK and how is it more to go to Canada when that is closer to the US? Seems different PO have different practices, even among different employees.

Canada requires it on anything that is rigid. You got charged the package rate. Nowhere in Europe nor the US requires it on anything sent in a PWE. That's why you got the airmail letter rate to the UK.
