does that mean as long as someone is sending payment from paypal balance or bank account, paypal gift would not be needed? therefore no more asking for gift payments unless the person would not be transferring from balance or bank account.

Just wondering if anyone else has seen this or has sent from balance or bank account and if recipient received the full amount.
