Yes, these were redemptions. But, they aren't as rare as many people think. These were offered / sent to people as replacements for high end players cards that never ended up being signed. I picked one up on ebay about 8 months ago for around $170 and I know another one sold under $250 since then.

If you want the card, buy it or make a counteroffer. Don't expect the seller to bid against himself to get your business. If you don't want the card, I'm sure he doesn't need his hand held or for someone else to inform him of how much he should sell his card for.
