I haven't had an issue with 4 stamps...yet. Depends on what is inside. I have the photo, a piece of cardboard and either a second (thinner) cardboard or manilla file folder.
I went to the post office today and had them weigh the entire package, including the 10x13. It is 1.88 to send...that would be FIVE STAMPS! I would imagine, technically, the 9x12 should have 5 also. Like I said, four has gotten the job done for me over the last month, but with the recent increase in postage, I would slap on FIVE to play it safe

If it has do not bend it will be sent as a parcel at 1.71 up to 3.5 ounces. I send them all the time.

I always place 2 forever stamps and a post card stamp for 2 8x10 photos and a request letter. I have a large enough mailbox that I do not add the do not bend and they always seem to work for me.

I have one clerk that tells me that if it is "rigid", it costs more. I swear I sent the same thing out, my 80 USA team photo with a sharpie and it can go from 1.08 to 1.88 depending on the clerk. I'm moving to the 5 stamp SASE just to Cover my ™™™™™.
