I emailed the guy who was selling the cards I have and found why he was asking so cheep, ebay has a policy which states, any card (s) of high dollar that are not graded by a professional company must be listed as a reprint or in simple terms ebay looks at the cards as fakes.

Well frankly that's because the ones you provided links to are reprints. If the cards were authentic and in the exquisite condition it looks like they're in the seller would be foolish not to spend the $8 to get it graded so that he could it sell it for over $1000. The sellers are using eBay's policy as an excuse, so don't be misled, those cards are fakes.

I have never seen where it was eBay policy to sell a card as a reprint if it was ungraded. Can you show me where?

I would say it's probably not an explicit policy. The way I think it works is like this. The seller posts a Jordan RC reprint and says it's a real rookie card. Then discerning collectors report the seller to eBay as a fraudster. So eBay removes the listing. But by saying it's real but the seller "has to" say it's a reprint prevents eBay from delisting the item, but also allows him to fool unsuspecting buyers.
