I would of never noticed it if I didn't click the link to see why a bid was retracted. I noticed the bid retraction occurred under 12 hours so the seller had to do that. Hopefully I can find a number to contact EBAY at.

I contacted EBAY and apparently its not shill bidding in there eyes. The consider it a Bid Retraction violation.

Ebay used to go willy nilly with the whole shill bidding thing but now they don't care as they will receive more money if an item sells higher.

Yeah i have had that happen so i didnt re-bid. The seller emails me a 2nd chance to buy at my max bid, I offer my bid that was winning and never hear back.

I thought you couldn't retract a bid with less than 12 hours on the auction but I guess I was wrong.

Exactly. They used to close seller's accounts if they were caught shill bidding, but now if you contact them to complain about the problem they just give you some lazy response like "We will look into it" and then they do not do anything.
The bids on the Jonh Cena plate were definitely jacked up by shill bidding. I would contact the seller and ask him to relist the plate in a new auction.

what is "shill" bidding

Shill bidding in when you are knowingly bidding up the price of the card.
Example:
1. You can't bid on your own card under a new name.
2. Your friend places bids on your item to help raise the price for you.
