It doesn't say the officer was blocking his way. It says Avery bumped him.
Bottom line, you don't, under any circumstances, bump a cop.

The police officer was standing in front of the door to his home. Maybe Avery should have asked him to move, but this sounds like typical police bully tactics that I saw for many years working for FDNY.
