Michaels can be pricy, but they are constantly having 50%-60% off sales on custom framing that makes it very much worth the while. And when it comes to framing something with value, you do get what you pay for. I've got a framed autographed Metallica book that's been on display since 2004 and it looks incredible after all these many years.

Hey!! This frame job cost me $23.99 + tax. Plus the cards. It's just a floating frame, but it looks ok enough for me. Sorry, the cel camera stinks.......

Any Glass shop that offers custom cutting (so every glass shop) can get you any size you need at any thickness you need. Prices of glass vary quite a bit from region to region.
I used UV protective glass (not plexi). You can also tint glass after the fact. I'm not sure which is more cheaper (I would imagine tinting).

Like a few other members have said, Michaels would be my best option. They always have sales in the framing area, I got my luongo auto poster framed there and it looks awesome :)
anyways, I'd give em a call and see what they see.
Maybe try and negotiate with them and see if you can get any past sale price :)

This is how I display my top tier PC cards.
Bought 3-Variable depth shadow boxes from Michael's (Do it when they are on sale and they are $7/each)
Put all the cards in one touch mag or screwdown case. The cases are UV protected, so you don't have to worry about the glass. I still wouldn't put them in direct sunlight. I also use the top of the frames to lay cards above.
