haha, but i mean this guy has over 600+ feedback on ebay, he should know by now not to do that kind of stuff. Id understand if he was new to the scene, but hes clearly been doing this for years

That almost confirms my theory for me. Only someone who wants the packaged tampered with would write that on the pacakge. EVERY (and I mean every) package I've ever received with a customs form has only had hockey cards, sports cards, cards, etc. as the item. Who gets that specific!?

Yeah, sent an empty package marking it in such a way that it's likely to be tampered with. Not only stiffing you (albeit with a refund) but framing the post office in the process.
