eBay all the way! Unless your going to buy a case of cards. I did buy a few boxes of Artifacts and they were fun to open.

If you want good chances to pull Satan, you have to open a product from 2008-09
He got alot of cards from 2008-09 Artifacts

Buy one box of UD Series 1 to satisfy the urge to crack some packs and then buy singles of Satan you wont regret it and can really build your pc through singles

I would go to Beckett (if you're looking for products from any company) or the UD website (if you want to focus on UD products) and search for Satan. See which products give you the best options of finding cards for your PC.
That was why I was such a huge fan of 10-11 Artifacts & Certified, because they gave me a great chance at opening Perry hits. Good luck!
