Palushaj was at the Rookie Showcase this year, so they've got access to him for memorabilia cards.
Subban was at the 09-10 Rookie Showcase, which was the last year of the UD Exclusive period. Because he didn't debut until after the rookie deadline, he *could have* gone to the one in 10-11 so that Panini could get a hold of him, but no dice. They didn't even get an autograph session with him until December last year when the Habs were in Dallas (they did a blog on it showing him and Price) and by then it was too late for any memorabilia cards until Dominion was released.
Expect there to be a rush by both companies to get something for Louis Leblanc as well. The ball was really dropped by Panini as it relates to Subban and I doubt they'll want to repeat that error this year with Louie, Louie.

I just thought a lot of the luster revolved around these being so scarce. They definitely do look cool, but I don't want to see these things numbered out of /299.

I do agree there, the rarity of a card certainly makes it cooler and more sought after
But seeing all the rookies in the set have a silhouette isn't a bad thing, if the rookies are numbered out of 199 and that's all they have, rookies will be very rare altogether in crown, and more silhouettes would be out there
Personally I think every player should have a silhouette but a rookie royalty is the standard and the silhouette is the parallel /99 and /25(patches)

More of something doesn't mean the better.
A main reason of why it was so successful last year was scarcity of it. People bought the product for the thrill of pulling one of these. If they start showing up as frequent as you suggest... once again we get a dud.
There has to be balance.

Same concept applies to life. Not everyone wants to be seen driving a Porsche or Ferrari. Yeah they can max produce it and cheapen it as well, but there isnt a point.
...
Regardless of how enthusiastic and how many people enjoy it for the hobby and not the money at the end of the day, the hobby exist only because there is some value in the product. Money is always there or base cards won't be only worth $0.10

By that reasoning, UD should remove about 30 Rookie Autograph Patches from The Cup so they don't make too many....
