i had the same issue. i bought a few boxes of finest and got a whole bunch of rookie redemptions. so i called topps and the rep said that i could mail in all of them in one envelope. he did tell me to write how many there were on the envelope, but i was afraid that it might cause a mix up at the post office. i ended up mailing 15 at once and they all got there (i called to check). i sent the redemption cards in May and havent gotten anything yet. i prefer upperdeck's method of allowing you to redeem your cards online. its more convenient. anyways, hope this helps.

Blazer Fan is correct.
Topps states on the back of the redemption card that you only put one redemption card per envelope.
It sounds ridiculous, but:
1) It's their company policy. You want their card they have to redeem. You play by their rules or risk getting nothing.
2) A company doesn't want to deal with different shaped and sized packages for redemptions. Keeping things uniform helps.
3) Violators of the policy can be turned away for simply not following it.
