$28 is what it's going to cost him to ship to Canada, and require the buyer to sign for it / have a tracking number provided.
I'm guessing he's had too many packages "go missing" after sending to Canada, so now he's protecting himself.

Had to be a typo. The seller changed it to $3. Probably used an automated listing program and a single template which had the wrong info. Happened to me already. Then you have to go back and correct each one. Mistakes happen.

I don't see what the issue is. Tracking/insurance across the border is not cheap these days. It's a bit silly to have it on a $20 card, mind you, but with all the reported problems of cards going missing, you have to protect yourself as a seller.

every cards he is selling cost 28$ to ship
i see an issue with that, if shipping is ten times the price of the card, thats stupid
his inserts and base cost 28$ to ship

If his issue is he's been ripped off sending to Canada before, then it's not an issue, it's the cost of doing business.
It's the same reason I stopped shipping to Canada altogether on eBay. Nobody's going to pay the shipping required by eBay/Paypal to be covered for seller protection, and too many people in Canada know they can abuse the system.
That's not a shot at all ya'll by the way, I'm sure the number of dishonest people are outnumbered 10,000 to 1, but all it takes in this economy is one or two thefts for people to decide it's just not worth it.

Exactly,2 things that irk me is many people buy cases of product,rip it all apart,sell the cards, make money under the table and then whine and cry when they want to buy something off ebay or somebody here which needs to have a high shipping cost with insurance and tracking/signature required or those too damn cheap to send a card or cards in a bubble mailer because it costs too much in their mind yet you have no complaint of paying big dollars for case's or box's of product.
If your not buying the card,shut the heck up and move out of the way and let those people who are willing to pay the costs to keep themselves covered go about and do their business.
