Curious what was his ID as I had the same thing happen and refused to send it to him and reported the transaction and got my fees back from E-bay. I use Turbo lister and lock out anyone from bidding from outside Canada and the USA and some how they keep on bidding I suspect there is some kind of flaw in the E-bay listing program. Also each one of these guys who bought from me were from Hong Kong or Taiwan. And all had a large number small to mid level purchases not all of them were sports cards but random items on a new account in less then a month seemed suspicious to me.

I wouldn't be so harsh as some of the posters on your thread. If his paypal address is Taiwan, then you're OK shipping there and will be protected as long as you can prove delivery, in accordance with ebay policies. So figure out the proper ship cost to Taiwan with tracking and signed delivery at his end and have him pay that and then ship out once he's paypal'd you. No doubt he'll pay more for ship but he's got to expect that. Especially if his feedback is 100% I'd have no concerns at all about doing this.

This. Just make sure you get the extra $.

$25 is not a ton of money, but not something I would just want to give away either. That being said. If his feedback looks good and he's done this in the past I would probably just send it to him. I've had buyers request address changes and ususally if they have good feedback and the card is under $30 I'll send it out. To me it seems unlikely that someone with 100's of 1,000's of feedback would pull a first scam like this on a $25 card. That's just my .02 though, and could see either side of it.
