The bus pulls up from the hotel into a fenced in area, you may be able to see players getting off of the bus but won't be able to get down there. If any visitors drive themselves in, they will park in the players parking lot and sometimes you can get them at a cut out in the fence down the stairs at the Rays player parking lot.
Best bet for visitors is to be at the doors right when the stadium opens then run down to the 3rd base side of the visitor's dugout. There is an angled area which is usually best for autographs, although sometimes players sign further down the left field line. If it's for the Red Sox or Yankees, they are both pretty bad for the most part.

Some will stop at the cut out at the bottom of the stairs before the game, but for 7pm games, I would usually get there around 3pm to get a shot at everybody. On the way out some of them are pretty good also. Best signer is probably Zobrist.

On the Rays side, here's the norm: Relievers sign about an hour before game, position players and pitchers who aren't starting about 15 mins before national anthem. A few guys will sign from dugout right after anthem if you can avoid getting sent to your seat by security.

At the cut by the dugout (Price, Shields) occasionally
At the corner of the cut, closer to first base (Zobrist, Joyce, Elliot Johnson, some relievers) almost guaranteed
Halfway between corner and bullpen (Longoria, some relievers) hit or miss
By bullpen (Scott, relievers, starters throwing bullpen session) almost guaranteed

As far as players' lot, I've only graphed there once (got Baldelli, Niemann, and Aybar) but I've heard BJ has signed there a couple times. Never inside.

Got some photos in my bucket below.
I never graph visitors, but probably going to take a shot at the Braves on Friday
