    Postage due on letter from Canada to US?

    I had been looking for a card of a certain guy to use as part of a trade. Well the guy who I found had it just decided to send it to me in a PWE. He was in Canada. Well I jut got a ring of the doorbell from my mailman with the mail. Has a letter and he says its due 20 cents.

    How does this work. Wouldn't it not leave Canada if it didn't have enough postage. Sure no big deal with 20 cents. But how does that have anything to do with USPS?
