First off, excellent discussion!
Generally I believe in first come first serve, therefore Buyer A. However, I'm not very fond of sending very high-end cards across the border, so I would still give buyer B some consideration depending on how expensive the card is. Sometimes I would rather make a little less and have the peace of mind knowing that there is less risk of something happening to the package even though domestic is no guarantee either. I have sent some high-end cards acorss the border before and never had an issue, but there was one card where I sold in person and made $15 less than I would have netted after expenses & fees had I accepted an offer from out of country. I also believe the cards are worth Z.
