Wondering about undrafted Seth Griffith?
He got passed up in his draft year and is now 19. Plays for the London Knights of the OHL. Had a great season with 45 goals and 40 assists in 68 regular season games. His playoff performance was very impressive with 10 goals and 13 assists in 19 games.
You can check out his stats here but they are pretty good:

I would like the Leafs to try and acquire him as I think he is a really good prospect that might become a NHL player.

If he was passed up last year, he would sitll go back into the draft this year. I believe that this applies to anyone that's 20 and under that has not been drafted.

Yep. It can happen twice before the player becomes a UFA.
This years example is Tanner Pearson, but he will be drafted in the first 40 spots this time around

My question then is how come he isn't ranked higher for this year's draft if he is eligible? If I was the Leafs I'd use a 2nd round pick on Seth Griffith if he is available.
Also looking at an LA draft pick from 2010 in the 2nd round with Tyler Toffoli of the Ottawa 67's. Boy did they get a great player in the 2nd round as he has lead the OHL in scoring over the past 2 years.

Junior numbers are great and all but there is a lot more to it than that. If 30 NHL teams have passed on a player 210 times (30 teams, 7 rounds of the draft) then there is a glaring reason.
Have a look at Corey Locke's career for junior domination to pro hockey for a comparison
