It's shill bidding, report it if I'm not mistaken ebay can tell based on IP address if they're stupid enough to use the same pc. Either way I'd report it, if they're as helpful to you as they have been to me then I'm sorry, but reporting it won't hurt anyone unless he is indeed shilling, I believe he is due to the retractions and relisting.

I just took a look at all his completed auctions in the last 15 days and the same bidder with 1 feedback has hit them all. What a joke.

IMO anytime you see someone with very low or no feedback putting up bids ending in 9's is an indication, who would bid like that if they're new to ebay (low feedback) the % of bidding with one seller depends on how many auctions they've been invlolved in the last month, bid retractions is a big red flag for me, I;ve seen guys with 160 bid retractions in 6 mos. Only time I;ve ever retracted my bid was to cancel it to use BIN to ensure I got the card I wanted. Just my $.02
