You misread. 98% of murders are black on black. So only 2% are not a black killing a black, although they may involves a black killing or being killed by a non-black person.

With that said, I would have to see data to back that up. Seems like 98% might be a bit high.

EDIT: Interesting stuff after I start looking. Haven't found any data that supports 98% being black on black, but it appears that an abnormal amount of homicides in Chicago are of blacks. According to the FBI, in 2012 blacks accounted for 50.5% of the murder victims in the US, in contrast, in the first 6 months of 2012 blacks accounted for 78% of the murder victims in Chicago and blacks have accounted for over 70% of the homicide victims in Chicago for over 20 years (79.7% in 2013).

Again, this is a different year, but in 2009 75% of murders were committed by blacks, so it seems mathematically improbably that 98% of the murders in Chicago are black on black.

Now that I think about it, what the person who made that meme probably screwed up on is that 98% of blacks who are murdered in Chicago are murdered by other blacks.

"Black on black" does not mean a that. It means a black person killed a black person, and that says it's 98%. That means all but 2% is all black, by that quote.

Correct. By that quote only 2% of murders are not a black killing a black. As you see in my edit, I think it is actually a misquote. It is probably supposed to be that 98% of blacks who are murdered are killed by another black. So 98% of blacks who are murdered are victims of black on black crime.
