I totally agree with your selling principals however it doesnt mean squat as ebay policies overrule anything you feel like typing into your item description. I set up the ebay unpaid item assistant to automatically open up a Non paying bidder claim when an item is not paid in a timely manner. You can set it up to automatically open a case after a specified time—4, 8, 16, 24, or 32 days after the listing ended.
Then after the case is opened, the buyer has up to 4 days to pay, and when they do, the case closes automatically.
If they don't pay, the case closes automatically, you get a final value credit, and the unpaid item is recorded on the buyer's account. You can then relist your item at any time. This beats doing it manually and covers my butt when yet another buyer drags out the payment process. If they communicate with me i can turn it off before it opens up a claim. The best part of it is its a tool designed by ebay and not me. It ALWAYS gets the attention of a buyer who has not paid.

UPDATE:
So the person did end up paying for the item...
But here is Part II of the drama.
1) eBay has decided to hold the funds for 21 days as per their policy. Do I still ship the card out right away? There shouldn't be an issue right?
(This one is sort of just a general question... I believe I ship it?)
2) When I sent the original invoice to him, the name and address is completely different than the person who paid. Name, address both different. Is that common? I asked for him to confirm which one to ship to but usually when I get paypal, the name maybe different but the address is almost always matching.
This isn't just name A and the name from payment is the wife. This is completely two different names. And the address are completely different as well.

If they hold funds you are either a Newb, or don't have the requisite history for them to trust you yet.
The idiotic star system allows them to freeze PayPal accounts for 21 days.

Yeah, I'm "newb" in terms of selling on eBay. I don't sell on eBay, but it was the biggest market for the card I moved and would allow me to get most funds from it. If it was here, all I would get it is laughable entertainment.
But regardless of that fact, I need to know if it okay to ship. Or is this like those eCheques where I have until it clears...

What state/province is the buyer from? It honestly sounds like someone who is either
A. buying things before they have the funds
B. drunkenly purchasing items and realizing after (my buddy used to send $1 bids on BIN Crosby items worth $300+ while drunk)
C. dodging so they don't get a claim filed

Sounds sketchy for sure. Make sure you have a confirmed paypal address to send to - otherwise GTFO.

Definetly ship it out once you provide tracking to paypal and eBay they will release your funds about 1-2 days after its confirmed delivered I sold some high ends when I was a newb and generally had the paypal released within a week, I called paypal on one item and they released the funds immediately so don't worry too much about that, but def ship to a confirmed paypal addy otherwise paypal won't cover Any issues should they arise.

Yep. make sure it's signed for, and that there is an easy linkable paper trail that benefits you.
And you do have to ship the card before the Paypal 21 days in the Sin Bin.
That's how they make their big dough. They take everyone that is owed from one cent to one million, and hold that money for 21 days while they re-invest or grab interest on those 3 weeks of free cash.

Update:
Okay so I got the confirmation from him as well, it will be shipped to the confirmed PayPal address as I hoped.
Lol I was looking at the thing and I saw 2 different addresses and 3 different names.
Good thing I got that out of the way.
As for shipping any recommendations?
I know PayPal has issues with CanadaPost.
I was thinking of going FedEx but I am not sure if they provide full insurance of some sort?
I know on the website it doesn't allow me anything over 100, does it change if I go there and ship it?
