You may want to check the ITG website. I'm pretty sure that the VIP program was discontinued as of June or July earlier this year.

ITG does not run the VIP program anymore. As reoddai stated, it ran out sometimes this summer.

The VIP program doesn't appear to be over, just the card.

It looks like you can still send in your points, but you only get admission to the club and not the card.
As for why? Feel free to check my link, but it boils down to this.
[ITG] will instead focus on producing VIP exclusive products.

I squeezed in right before the deadline and got my confirmation e-mail on July 20 - still waiting on the card, but it's only been about 6 weeks. It's a good thing I checked the web site for box top point values in May, otherwise I might have been too late, as well. Shame they chose to discontinue it, but kudos to ITG for having it in the first place!
