They are controlled by democrats. Their membership is varied, but when they move politically, it is always left.

my goal would be to get 100 percent of students reading at their grade level, but that's just me.

Florida did this to get waivers from that incredibly stupid federal No Child Left Behind program. We need to get the federal government out of the education business.
