Need help + advice ASAP re: EBAY fraud!
Guys -
The blood is boiling!
Back in January of the year I pulled a Brodeur redemption for Panini Certified's "Big Pulls" auto jersey /10.
I sold it for a very reasonable 70 dollars plus 15 trackable shipping to a guy who seemed like a decent buyer. I gave the option of simply sending the code, but he wanted it via mail.
I knew something suspicious was up when shortly afterwards, I had a hold on my paypal for the card, despite Canada Post reporting the item had arrived in his town.
A bit on me - I'm a 16 (yes, 16) year Powerseller. I've had 1 or 2 minor 5 dollar cards lost via regular mail...never anything via registered. When I called Canad Post they said the card was probably just at his local post office and a notice was mistakenly not sent out (I've had this happen before, actually). But the buyer insisted he never got it and was in a huge rush to get his refund.
Fast forward to October 2012. THE SAME GUY JUST PUT UP A BRODEUR BIG PULLS. I am FUMING! Canada Post gave me next to nothing of the value of the card and I lost the 15 dollar payment for registered shipping. This guy got away with murder and now has the balls to be posting the card.
Now, I know there are 10, maybe this guy got another redemption. But give me a break... this is beyond fishy. A big part of me just wanted to use Buy it Now and make problems for him, but I'm leaving it for now as I plan on getting in touch with PayPal, eBay, Panini, and maybe this guy's local authorities?
Do I have ground to stand on...what would you do in a similar situation?

Man, that really sucks...I presume you are talking about the guy in Kitchener. The problem is that since it was a redemption there's just no way to prove that he didn't buy another one to replace the one that was "lost" - however unlikely that may be. So, I don't think the authorities will do anything.
The only thing I can think of would be to contact him and congratulate him on apparently finally getting your package that was "lost" and just ask him when he will be re-sending the refunded payment back to you. If he doesn't respond then that might be something you could go to eBay/PayPal with and ask them to intervene.

call the police, tell them the story, it's highly unlikely that he got another one. Stealing needs to be handle properly

Buy it and do the same thing right back?

The ebay ID is Ramapo.
I called him out in an email. He sent me back a snarky reply saying he remembered "something" about a card getting lost in Canada. He maintains he has multiples of Brodeur cards that are #ed out of 10 and 5.
I have no ground to stand on but I know in my heart there is no way things went down like they did. With registered mail, to boot. The timeline of when he put up the auction fits with Panini's time in getting the actual card to him, as well. I love your suggestions (particularly fighting fire with fire) but nothing seems appropriate. If I did fight fire with fire, he could use trackable mail and I would be outta luck.
