Well Domi,Koivu,Sundin,Jovo,Nolan sign OK in person I've heard so if your going to some games this year you can try for em.
I think Belfour only signs through the mail if you donate money to his charity or something.I don't even know what charity he works for but thats what someone told me.Same with Domi.

What does c/o mean?? Do you have to put it when writing the letter?

It means "care of" and yes when writting to a player through their team you have to put c/o.
And you always put it before the teams name.

almost eveyrtime they'll sign
but stay away from
Detriot
Colrado
NYR
and pretty much any all-star
