At this point nobody really knows. The NFL has a stake in Fanatics and they want Fanatics to take over as soon as possible so they can make more money. Panini has a contract to make cards but unless a court sides with them quickly things will get really messy. This again just reinforces why I think the market is going to be awful once Fanatics takes over because if they are acting like this when they technically don't have a right to make cards how well behaved are they going to act once they are a monopoly?

Is this legal matter the reason why Panini hasn't produced the Instant NFL cards for the '23-'24 season?

Thanks for confirming. I was wondering what was going on.

    Would this devalue the cards?

Probably depends if and how fast the legal matters get cleared up. The courts move slowly sometimes.

In case anyone is interested, looks like Panini has started the 2023 NFL Instant cards.
