    Signing up for paypal?

    Hi

    Thinking about getting a Paypal account . Can someone give me a quick overview of how it works and any negative points there might be. Some questions I have are:

    1. Is a dollar a dollar
    2. Who pays a fee -buyer/seller or both
    3. Any security issues
    4. Do you need to start with a dollar amount in your account

    Anything else you might want to add please do so. Appreciate any input people might have
