Why is this labelled 1/1 ?
Saw this on eBay, it shows 1/1 on the back, however, the trim around the patch and the dominion label is silver opposed to black.

If you compare the Kadri black 1/1 dominion arp which is currently for sale on eBay for $1500 OBO, to his /99, you see the trim around the patch is black and silver respectively.
I figured since it is "1/1", that it may be an ebay 1/1 and the picture of the serial number may be misleading. Any help would be appreciated.

If you look above the auto to the left, you can see a faint 'Black Box" imprinted on the card.

So this is different from the black ARP 1/1 then? Are there two ARP 1/1...a BLAck box 1/1 ( silver trim)and just the regular black arp 1/1 ( blacked out with black trim)?

The Black Box one is similar to a show card. It wasn't inserted into the actual product, so I wouldn't consider it an actual 1/1, just like I wouldn't consider the hundreds of ITG Show 1/1s as actual 1/1 either.

Black Boxes are distributed by Panini at trade shows. They are technically promotional items (hence not true RCs) but still desired by some (many) collectors. The real dominion black 1/1 was probably (hopefully) pulled from a box.
