They seem to be in the Retro RC hot boxes where you get 1 per pack

I broke 2 boxes and only got 1 retro rookie which was a blank back. I think they only show up in the hot boxes.

Only seen them in hot boxes as well. May add to the value to them but I can see how it wouldn't please set collectors.

They aren't in hot boxes only. While many will appear there, if your box starts at the right spot on the checklist, you can have boxes that are partially full of retro rookies. While most of mine have been there, I have had several boxes where I hit 10-24 in a box.
For a set building product, hot boxes are awful to incorporate. Even moreso if the production factory can't do it correctly. Set builders expect consistency, and this product has been anything other than consistent.

For me being a SET Collector, this is by far the worst assortment of cards that I have come across. As I am into the stuff already with my 3 boxes, I will trade to complete the base set and then work on the Retro's. Unfortunately, I am not sure how this will lead me into buying my other UD product Series 1 and 2. If they continue to do this with their correlation, then I will just save my $$$ and work on my sets from the 1970's. With them, the only thing I will have a hard time finding are cards that I need and that are in nr-mint to mint condition.
I have read on many other sites that there are many of use who are not pleased with these boxes.

Yeah there seems to be a lot of disdain among collectors for this release. If there's a collector-type you don't want to piss of, it's the set collectors. They drive the market in many ways.
