As a former cancer stick addict I can answer this. The menthol passing through your nasal passages opens them up similar to how a cough drop works.

I actually always smoked menthols, but it does actually work. It just doesn't last long and it is kind of stupid to inhale cancerous smoke to try and fix a stuffy nose.

When I was 19, one of my old girlfriends parents swore the same thing you did. One of them died a terrible death from lung cancer. Whenever they would get a cold and switch to menthol cigarettes, I would tell them to go for a walk instead. They thought that I belonged in a mental institution.
