Most people will make you send first, even if you are selling. If you mailed right away you would probably get the paypal within 3 days.

Just my take...
If you have a rating under 10, then you must go first. If not, then you and the other party must agree. Since your rating is now 10, you don't have to send first. If it were 9 or less, then according to SCF website rules you should send first.
