Ideally, both.
NHL licensing approves the use of NHL logos; NHLPA approves the use of players' likenesses. Having one without the other is a foot in the door but provides its own series of challenges.
You'll notice that Panini has the MLBPA license to produce baseball cards, but not MLB Properties. So Panini can make cards of the players but they have to blur out any team logos and cannot reference the Toronto Blue Jays on a Brett Lawrie card. See below:

So if the PA doesn't get back to ITG or doesn't grant them a license could they just get an NHL license? This would allow them to use the NHL logos and then just sign the players to individual contracts, which they already do. If it's allowed then I think that would even be a huge step forward for ITG.

very nice! Some the best cards ITG has made. I have a glenn hall and mahavolich from superlative. These will never leave the PC
